International Board of Governors of the Peres Center for Peace
The International Board of Governors is comprised of distinguished individuals from some 40 nations around the globe that support and endorse the Peres Center's peacebuilding mission. Their expertise span a wide variety of fields - from sports, entertainment, Nobel Prize Laureates, top scientists, former and current statespeople, business and community leaders - enabling them to provide vital input in all areas of the Peres Center's activities.

In June 2007, the Peres Center, the Friedrich-Ebert-Stiftung and the University Institute for Diplomacy and Regional Cooperation held a public event within the framework of the "Middle East in Transition" series, entitled "Collapse of the Palestinian Authority? 'Internal' Crisis or Lose-Lose Situation?"
Friedrich-Ebert-Stiftung's representative in Israel, Mr. Hermann Bunz, welcoming the audience to the event, alongside the distinguished panel featuring Dr. Ron Pundak, Mr. Kadoura Fares, MK Chaim Oron, and Maj. Gen. (res.) Dr. Yom Tov Samia.
Speakers included prominent Israeli and Palestinian figures: Former Palestinian Minister Mr. Kadoura Fares, Member of Knesset (Meretz) Mr. Chaim (Jumes) Oron, and Director General, Israel Corp. Green Energy (ICG) Maj. Gen. (res.) Dr. Yom Tov Samia. Newly appointed Palestinian Justice and Information Minister Dr. Riad Malki was scheduled to speak, but due to last minute governmental commitments, could not make the event, and has committed to speaking to an Israeli audience in the near future.
The event attracted a full house of some 300 guests, who heard about the internal strife in the Palestinian Authority, and its effect on the Palestinian people as well as on Israel.
All speakers agreed on the need to strengthen Fatah to encourage Palestinian unity, with a view to empowering a sole governing body and a single armed force.
The panel speakers sharing their opinions on the current situation within the Palestinian Authority.
The event provided audience members with a diverse range of opinions, enabling them to receive enlightening and informative responses to their many questions.
The year 2007 marks the third year of cooperation between the Peres Center and the Friedrich-Ebert-Stiftung, who together, present public events which shed light on political and social transformations in the region.

On 19th June, 2007, the excitement in the air was palpable as newly-crowned Spanish champions Real Madrid arrived in Israel – an unprecedented visit by the team to this region. The team came to participate in a massive "Peace Match" at Ramat Gan National Stadium against the "Peace Team", comprised of both Palestinian and Israeli, Arab and Jewish, professional players. Israel was abuzz with the news of this inspiring, large-scale event, which was sponsored by the Georgian National Olympic Committee led by Mr. Badri Patarkatasishvili, Adidas, Tapuzina, Channel 10, Sport 5, Eden Water, HFCI, and the Municipality of Ramat Gan.

After landing in Tel Aviv, the team, accompanied by the Board of Real Madrid and some 50 Spanish journalists, was whisked off to their hotel, where a massive press conference was held with some 150 media representatives from Israel and abroad. President-elect of Israel Mr. Shimon Peres welcomed the team, telling them that they "became the champions of Spain, and now (they) are also the champions of peace." Additionally, President of Real Madrid Mr. Ramon Calderon spoke, and both he and Mr. Peres presented one another with their very own honorary team jerseys. Real Madrid's star player and captain of the team, Raul, also expressed gratitude for the opportunity to be part of the match, and the Peace Team's Abbas Suan thanked Real Madrid for coming, and discussed the importance of the match in promoting peaceful relations between the two sides.
The "Peace Match" was broadcast live in Israel and the Palestinian Authority, as well as in various countries around the world, including Russia, Germany, Georgia, Switzerland, America, Japan, China, and of course, Spain. The match was broadcast in all South American countries and throughout Europe by Eurosport. Moreover, fans could watch the Peace Match over the internet. Hundreds of thousands of international viewers tuned in, in addition to the 135,000 households within Israel and the Palestinian Authority. The momentous event clearly attracted fans of all ages, backgrounds, and nationalities, as football legends such as Real Madrid's Raul and Guti, and the Peace Team's Abbas Suan, Yossi Benayoun and Idan Tal took part in this important match for peace.

In addition to the 30,000 screaming fans, the game was also attended by influential figures from all sectors and various VIP guests, including President-elect of Israel Mr. Shimon Peres, President of Real Madrid Mr. Ramon Calderon, Vice President of UEFA Mr. Villar Llomar, and President of the Georgian National Olympic Committee Mr. Badri Patarkatasishvili.
Moreover, 2,000 Palestinian and Israeli youth participants of the Peres Center's "Twinned Peace Sport Schools" program attended, having come from Kiriyat Shmona, Sderot, Jaffa, Nablus, Aqbat Jaber Refugee Camp, and more. Due to heightened violence in Sderot, additional youth from that area were brought to the game, in order to provide them with some much-needed fun. Prior to the match, a number of youth from the "Twinned Peace Sport Schools" program took part in games and joint activities together with the Real Madrid stars, having a once-in-a-lifetime opportunity to meet their favorite players and show off their Palestinian-Israeli teamwork.
Both teams played extremely hard, undoubtedly receiving much strength and energy from the fans, who represented a diverse group of Palestinians, Jewish-Israelis, Arab-Israelis, and internationals. Despite the Peace Team's best efforts, Real Madrid lived up to their recently-won title, and claimed the match, having scored 8 goals.
Although the Peace Team lost on the field, they most certainly won elsewhere, having united thousands of Palestinians, Israelis, Jews, and Arabs, in the name of sport, and of course, peace. The following is an email received from an Israeli woman who attended the game:
I would like to thank you all for a great peace match yesterday. I was there with my kids. We sat near kids from Tubas [a Palestinian city in the northern West Bank]. The kids started to play together, speaking with hands, Hebrew and Arabic. It was so beautiful to see. My kids learned a lot from that. I hope others will learn from that too. I would like to help. Thank you very much.
This magnificent event exemplified the importance of sport as a tool through which to encourage positive dialogue and interaction, and proceeds from the "Peace Match" went to the Peres Center's "Twinned Peace Sport Schools" program, which caters to Palestinian and Israeli youth from disadvantaged and peripheral communities.
במרץ 2007 ערך מש"ב - המרכז לשיתוף פעולה בינלאומי במשרד החוץ הישראלי, בשיתוף מרכז פרס לשלום והמרכז לפיתוח שיתוף פעולה בינלאומי של משרד החקלאות (CINADCO), סדנה בין-תחומית משותפת, שעניינה ניהול משאבי מים לשימוש חקלאי ועירוני.
כארבעים אנשי מקצוע ירדנים וישראלים השתתפו בסדנה, שנערכה באתרים שונים בישראל ושמעו הרצאות שעסקו בהיבטים שונים של ניהול מים. בין היתר, כללו הדברים את תוצאותיהם של מחקרים יישומיים שנערכו במהלך ארבע השנים האחרונות במסגרת פרויקט "תרבות המים" ופרויקט "טכנולוגיות מים מתקדמות" של מרכז פרס לשלום.
ההרצאות ניתנו על-ידי מומחים ישראלים וביניהם צוות מחלקת חקלאות ואנשי אקדמיה המובילים את הנדבכים המחקריים בפרויקטים של מרכז פרס לשלום. תחומי המחקר שהועלו, כללו טכנולוגיות לטיפול בשפכים לשימוש חקלאי; שימוש באנרגיה ובמים באזורים צחיחים; עידן חדש בחיטוי מים; טכנולוגיות מתקדמות בהשקיה; חיסכון במים במגזר העירוני; טכנולוגיית ממברנות; והיבטים חקלאיים של שימוש חוזר במי שפכים מטופלים.
אנשי מקצוע ירדנים וישראלים בסדנה המשותפת בישראל, מרץ 2007.
מלבד ההרצאות כללה תכנית הסדנה, שארכה חמישה ימים, שני סיורים מקצועיים בתחום המים. בסיור הראשון, ביקרו המשתתפים באתרים לשיפור איכות המים בדרום הארץ, כגון מתקן ההתפלה באשקלון, מתקן לטיפול בשפכים ביבנה ומתקנים של חברת 'מקורות'. הסיור השני נערך ביומה האחרון של הסדנה וכלל ביקור במתקן הטיפול בשפכים הגדול בישראל, מפעל השפד"ן בראשון לציון. במהלך הביקור ערכו המשתתפים מפגש סיכום לסדנה ודיון פתוח אודות הדרכים להמשך שיתוף הפעולה ולקידום העבודה המשותפת, באופן שיביא לתוצאות הטובות ביותר.
בהמשך לסדנה זו, צפויים להיערך קורסי הכשרה לאנשי מקצוע ירדנים וישראלים, שיעסקו בתת נושאים בתחום המים.
בפברואר 2007 השיק מרכז פרס לשלום בשיתוף עם ארגון "גרין קרוס אינטרנשיונל" ומשרד החוץ הצרפתי את פרויקט "מים לשלום במזרח התיכון, הגדרת צרכים למקורות מים מנוצלים: צעד חיוני למען פיוס ישראלי-פלסטיני". במסגרת הפרויקט, עורכים חוקרים פלסטינים וישראלים מחקר משותף, שמטרתו הגדרת צרכי המים של עמי האזור, כבסיס לדיון בנושא זה במסגרת משא ומתן עתידי להסכם שלום בין ישראלים לפלסטינים.
המחקר לא עוסק בהקצאות מים ספציפיות לכל צד, אלא משמש ככלי עזר תשתיתי למקבלי החלטות מקומיים ובינלאומיים, ומטרתו לסייע להם לשקול ולהבין את השלכותיהם של תרחישים וקווי מדיניות אפשריים בתחום המים.
בסיוע מרכז פרס לשלום ומכון הנסן לשלום עולמי באוניברסיטת סאן דייגו, יצאה משלחת ישראלית-פלסטינית משותפת לתערוכת שמן הזית הבינלאומית השנתית במתקיימת בורונה, איטליה, והציגה בה תוצרת ישראלית ופלסטינית תחת הלוגו המשותף - "זיתים - סמל השלום".
שיתוף הפעולה בין מועצות הזיתים הישראלית והפלסטינית, שנציגיהן השתתפו בתערוכה, החל לפני מספר שנים בעקבות יוזמת מרכז פרס לשלום ונמשך מאז באופן סדיר בעידודו. כך, כבר לפני שנתיים הציגה משלחת ישראלית-פלסטינית בביתן משותף בתערוכת חשובה זו, אירוע שבעקבותיו נחתמו מספר הסכמי יצוא לשמן זית ישראלי ופלסטיני, בין היתר הסכם עם ארה"ב וסין.
השתתפות המשלחת הפלסטינית-ישראלית בתערוכת שמן הזית הינה חלק מפרויקט מקיף שהשיק מרכז פרס לשלום בשנת 2004, העוסק בשיפור איכות שמן הזית ברשות הפלסטינית ובישראל. העבודה המשותפת מתמקדת בהתמודדות עם זבוב הזית, באמצעות מלכודות ידידותיות לסביבה שפותחו בישראל, ובפיתוח שווקי שמן הזית המקומיים. הפרויקט כולל תוכנית הכשרה הנתמכת על ידי מרכז פרס לשלום, לצד עידוד מאמצי שיווק פלסטינים-ישראלים משותפים.
גם הפעם זכתה המשלחת המשותפת להתעניינות רבה ביותר, ומשכה את תשומת ליבם של אלפי המבקרים בתערוכה.
השתתפות המשלחת בתערוכה התאפשרה בזכות תמיכתם של Alfa-Laval, Casanova Di Chiatri, VeronaFiere ומר רוני בנטוף, יו"ר לשכת המסחר ישראל-איטליה.
במסגרת סמינר ישראלי-מצרי-אירופי, הראשון מסוגו, שיתפו פעולה מומחים ישראלים ומצרים בהדרכת משלחות אירופאיות (מיוון, איטליה, צרפת וספרד) בנושאים חקלאיים, בדגש על דרכי התמודדות כנגד המזיק חדקונית הדקל האדומה.
הידע שהעבירו המומחים הוא תוצאה של שמונה שנות עבודה ישראלית-מצרית-פלסטינית-ירדנית משותפת, במסגרת פרויקט "חדקונית הדקל האדומה" של מרכז פרס לשלום. הצלחת הפרויקט, שהיתה לו תרומה משמעותית בבלימת המזיק ההרסני ביותר לעצי דקל באזור כולו, הובילה להשקתו של פרויקט "ממשק גידול משולב" (ICM - Integrated Crop Management), יוזמה המקדמת שיתוף פעולה בין 14 מדינות במזרח התיכון, בצפון אפריקה ובאירופה בנושא ממשק גידול והתמודדות עם מזיקים בשמונה גידולים נבחרים. הכשרתם של הנציגים האירופיים היא חלק מתפיסה זו ואחד הביטויים הראשונים של המעורבות היוונית, איטלקית, צרפתית וספרדית בפרויקט הכולל.

חלקו הראשון של סמינר ההכשרה נערך במצרים, וכלל הרצאות בנושא ביולוגיה ואקולוגיה של החדקונית, איתור זיהומים, שיטות זיהוי והתמודדות, ומלכודות, כולל שימוש בפרומונים. בנוסף, נערכו הדרכות שדה והדגמות מעשיות במעבדה ובחממה לחקר חדקונית הדקל האדומה, שנבנו במצרים בתמיכת מרכז פרס לשלום.
חלקו השני של הסמינר, שנערך בישראל, כלל בין היתר קור במרכז וולקני של משרד החקלאות וכן סיור במטעי תמרים בו צפו המשתתפים במערכות בקרה ולכידה. ההרצאות בחלק זה עסקו בשיטות התמודדות, ביקורת ומעקב, וכן בניסוי טיפול בחום. יומו האחרון של הסמינר הוקדש לדיון ולהצגה של סטטוס הטיפול בחדקונית הדקל האדומה בכל אחת מהמדינות, וכלל גם הענקת תעודות השתתפות בנוכחות נציגי השגרירויות המייצגות את המדינות שלקחו חלק בקורס.
סמינר ההכשרה התקיים בתמיכתם המלאה של משרדי החקלאות ושל השירותים להגנת הצומח בישראל ובמצרים וכן בתמיכת שגרירויות צרפת ואיטליה.

מטרתו של המרכיב המקצוע בפרויקט "Saving Children" היא להרחיב את הידע והכישורים המקצועיים של קהילות רופאי הילדים בישראל וברשות הפלסטינית, ולהגביר את חשיפתם של רופאי הילדים לחידושים מחקריים, המצאות וטכנולוגיות מתקדמות. במסגרת הפרויקט מתקיימים כנסים מקצועיים לחילופי ידע, בהשתתפות רופאי ילדים פלסטינים, ישראלים, ואיטלקים.
· בדצמבר 2003 התקיים בים המלח בישראל, כנס בהשתתפות כ- 100 רופאי ילדים ישראלים, פלסטינים ואיטלקים, אשר הוקדש לארבעה תחומי התמחות ברפואת ילדים: קרדיולוגיה, פולמונולוגיה, נוירולוגיה וגסטרואנטרולוגיה.
· ביולי 2004 התקיים בנצרת מפגש בהשתתפות 70 רופאי ילדים ישראלים ופלסטינים, וכן רופאים מבית החולים המקומי "סנט וינסנט". המפגש עסק בנושאי רפואת חירום כגון כיחלון של ילודים, התקפים פוסט טראומטיים, חבלות ראש טראומטיות, ייצוב מצבים קריטיים אצל ילדים, טיפול בסכנות סביבתיות ועוד.
· בנובמבר 2004 התקיים בטוסקנה שבאיטליה, כנס שהוקדש לחידושים ברפואת ילדים בהשתתפות 75 רופאי ילדים (מתוכם 25 ישראלים, 25 פלסטינים ו-25 איטלקים). בין הדוברים בכנס היו שלושה חוקרים ישראלים בכירים - פרופסור שמעון סלבין מהמרכז הרפואי "הדסה", ד"ר עמוס תורן מביה"ח "שיבא" ופרופ'מיכל שוורץ ממכון ויצמן, אשר הציגו חידושים בתחומי השתלת מוח עצם ושיקום מערכת העצבים.
· במרץ 2005 ובדצמבר 2005 השתתפו 70 רופאים ישראלים ופלסטינים, יחד עם מספר רופאי ילדים איטלקים מהמחוזות אמיליה רומאנה וטוסקנה, בשני מפגשים לעדכון שוטף שנערכו בקיסריה ובבולוניה שבאיטליה.
· ביולי 2006 נערך בבית החולים "אוגוסטה ויקטוריה" שבמזרח ירושלים קורס בן יומיים ב"החייאת ילדים מתקדמת" (APLS). עשרים רופאי ילדים פלסטינים ועשרה ישראלים השתתפו בקורס שהונחה על ידי ראשי המחלקות לטיפול נמרץ לילדים בבתי החולים "רמב"ם", "אסף הרופא" ו"המרכז הרפואי שניידר", לצד ארבעה רופאים נוספים מרמאללה ומחיפה. הקורס שעברו הרופאים הוא קורס מוכר של האקדמיה האמריקאית לרפואת ילדים והמכללה האמריקאית לרפואת חירום.
· בדצמבר 2006 נערך בנצרת כנס בנושא קרדיולוגיית ילדים וניתוחי לב. כ-140 רופאי ילדים, קרדיולוגי ילדים ומנתחים השתתפו בכנס, וביניהם מעל 60 פלסטינים מעזה ומהגדה המערבית, משלחת מרצים בכירים מהמחוזות טוסקנה ואמיליה רומאנה שבאיטליה, וכן שני אורחים מצרפת. בכנס הוצג מידע אודות חידושים רפואיים בין היתר בנושאי אבחון טרום לידה, אִי סְפִיקַת לֵב, פיתוח שירותים קרדיולוגיים במדינות מתפתחות, ניתוחי לב לילדים וקרדיולוגיה כללית. עניין מיוחד עוררה מצגת משותפת של רופאים ומנתחים ישראלים ופלסטינים מעזה ומהמרכז הרפואי שיבא המטפלים יחד באותו מטופל. בנוסף, סיפק הכנס הזדמנות לרופאי הילדים הישראלים והפלסטינים לדון בסדרי העדיפויות של הטיפולים שינתנו במסגרת פרויקט "Saving Children" בשנה הבאה.
בריאותה של אוכלוסייה היא גורם מכריע בהתפתחותה ועל כן השקעה ברפואה היא תנאי לכל קידום חברתי וכלכלי. גידול אוכלוסין וצמיחתן של בעיות רפואיות חדשות מציבים דרישה מתמדת לשיפור והתייעלות של מערכות בריאות. אכן, תכנון אסטרטגי יעיל ואימוץ מדיניות מושכלת חיוניים על מנת להבטיח שירותי בריאות מורכבים, איכותיים וברי קיימא לכלל האוכלוסייה.
ברוח זו, פועלת מחלקת רפואה ובריאות במרכז פרס לשלום למען קידום מערכת בריאות פלסטינית עצמאית באמצעות השקעה בכח אדם, תמיכה בפיתוח שירותי רפואה שניוניים ושלישוניים, ושיתוף פעולה פלסטיני-ישראלי הוגן ושוויוני להבטחת גישה משותפת למידע רפואי והתמקצעות.
בכדי לממש משימה זו, אימצה מחלקת רפואה ובריאות אסטרטגיה מקיפה: "רפואה בשירות השלום", המשלבת יוזמה הומאניטארית מצילת חיים במסגרת פרויקט "Saving Children" עם סיוע בפיתוח תשתיות של מערכת הבריאות הפלסטינית כמערכת רפואית בעלת יכולות עצמאיות.

In May 2007, some 230 Israelis, Palestinians and foreign diplomats attended a public event organized by the Peres Center, together with the Friedrich-Ebert-Stiftung and the University Institute for Diplomacy and Regional Cooperation, entitled: "Hostile or Friendly Separation? Distinguished speakers on the panel included Israeli Deputy Minister of Defense MK Dr. Efraim Sneh, former Deputy Minister of the Palestinian Ministry of National Economy Mr. Saeb Bamya, President of the Manufacturers Association of Israel Mr. Shraga Brosh, Vice President of the Federation of Israeli Chambers of Commerce Mr. Arie Zief, and Chairman of the Palestinian Federation of Industries (PFI) Mr. Bassim Khoury.
The event informed the public about the consequences of possible economic separation between Israelis and Palestinians, with all panelists underlining the importance of retaining and further developing existing trade relations in order to assist in the recovery of the Palestinian economy and avoid further deterioration.
Dr. Ron Pundak emphasized the significance of economics in connecting Palestinians and Israelis, and in particular, in promoting mutually beneficial cooperation. He stated that friendly economic relations would greatly enhance both private sectors, contributing to substantial economic growth and employment opportunities.
Dr. Ephraim Sneh suggested that Palestinians and Israelis are inextricably connected due to five main factors: 1.) trade; 2.) water; 3.) energy; 4.) environment; and 5.) health concerns. Dr. Sneh commented that separation between Israelis and Palestinians is not only impossible, but also highly detrimental to both sides.
Mr. Shragra Brosh noted the admirable achievements of businesspeople from both sides in working together and advancing efforts at cooperation. He continued on to discuss the Palestinian-Israeli private sector partnership, describing the strength in such a bond and the importance of keeping this complementary relationship alive.

Likewise, Mr. Arie Zeif talked about the significance of maintaining Palestinian-Israeli business cooperation, and he warned against economic separation. Rather, Mr. Zeif pointed out that governments must learn from the joint efforts of the private sectors, and lend support and encouragement to such partnerships.
Mr. Bassim Khoury focused most of his comments on the Palestinian economic situation, describing the numerous obstacles and challenges that the Palestinian economy currently faces. Mr. Khoury described the Palestinian situation as characterized by poverty, low employment rates and opportunities, and a large economic gap between socio-economic classes.
Finally, Mr. Saeb Bamya spoke about three important pillars: 1.) security; 2.) economic growth and development; and 3.) the political horizon. He noted that these three issues must be addressed in parallel in order to find a just end to the conflict. Moreover, Mr. Bamya stated that Palestinians must have political and economic unity in order to truly grow and develop, and that extremists are the enemy of such needs.
The event was a huge success, with the distinguished and experienced panelists greatly enlightening the audience and contributing to much-needed Palestinian-Israeli dialogue and discussion.

Distinguished speakers on the panel included Israeli Deputy Minister of Defense MK Dr. Efraim Sneh, former Deputy Minister of the Palestinian Ministry of National Economy Mr. Saeb Bamya, President of the Manufacturers Association of Israel Mr. Shraga Brosh, Vice President of the Federation of Israeli Chambers of Commerce Mr. Arie Zief, and Chairman of the Palestinian Federation of Industries (PFI) Mr. Bassim Khoury.
The event informed the public about the consequences of possible economic separation between Israelis and Palestinians, with all panelists underlining the importance of retaining and further developing existing trade relations in order to assist in the recovery of the Palestinian economy and avoid further deterioration.
Dr. Ron Pundak emphasized the significance of economics in connecting Palestinians and Israelis, and in particular, in promoting mutually beneficial cooperation. He stated that friendly economic relations would greatly enhance both private sectors, contributing to substantial economic growth and employment opportunities.
Dr. Ephraim Sneh suggested that Palestinians and Israelis are inextricably connected due to five main factors: 1.) trade; 2.) water; 3.) energy; 4.) environment; and 5.) health concerns. Dr. Sneh commented that separation between Israelis and Palestinians is not only impossible, but also highly detrimental to both sides.
Mr. Shragra Brosh noted the admirable achievements of businesspeople from both sides in working together and advancing efforts at cooperation. He continued on to discuss the Palestinian-Israeli private sector partnership, describing the strength in such a bond and the importance of keeping this complementary relationship alive.

Likewise, Mr. Arie Zeif talked about the significance of maintaining Palestinian-Israeli business cooperation, and he warned against economic separation. Rather, Mr. Zeif pointed out that governments must learn from the joint efforts of the private sectors, and lend support and encouragement to such partnerships.
Mr. Bassim Khoury focused most of his comments on the Palestinian economic situation, describing the numerous obstacles and challenges that the Palestinian economy currently faces. Mr. Khoury described the Palestinian situation as characterized by poverty, low employment rates and opportunities, and a large economic gap between socio-economic classes.
Finally, Mr. Saeb Bamya spoke about three important pillars: 1.) security; 2.) economic growth and development; and 3.) the political horizon. He noted that these three issues must be addressed in parallel in order to find a just end to the conflict. Moreover, Mr. Bamya stated that Palestinians must have political and economic unity in order to truly grow and develop, and that extremists are the enemy of such needs.
The event was a huge success, with the distinguished and experienced panelists greatly enlightening the audience and contributing to much-needed Palestinian-Israeli dialogue and discussion.
